I have bought this soap from different suppliers (and this vendor via their website) before and it is normal to receive them in different conditions. The one I received from them was not dry. Some people prefer to dry the soap before using it so that it will last longer, some other people like it to be "fresh". I personally prefer it to be dry so that it will last me longer and it being "dry" on the outside does not in any way changes its cleansing properties. If you are looking to buy a "perfect looking soap" for decoration stick with their fragranced soaps instead because they are hard milled (they are already meant to last).
